Use a vegetable peeler to remove strips of zest from the lemons.You can make long straight strips or make one long spiral.
In small pot, make simple syrup by heating sugar and water over low heat until sugar is fully dissolved. Remove from heat, add lemon zest, and chill until ready to use.
Juice lemons, set aside.
Pour Champagne, vodka, lemon juice, and syrup into a punch bowl; stir. Keep punch bowl on a block of ice to keep the cocktail chilled. Serve glasses of punch with candied peels as garnish.

If making only one or two drinks, the proportions you can use are 3 parts champagne, 1 part vodka, 1 part lemon juice, 1 part simple syrup
